To Endorse license to Texas:

Meet the Following Requirements:

1. Validation of Educational Requirements
Request an application from Commission on Graduates of Foreign Nursing Schools International (CGFNS) to obtain one of the following:
CES Professional Report.
Verification of VisaScreen ® Certificate.
Verification of CGFNS Certification (Option not available for practical nurses).
 
OR
 
Request or download an application from Educational Records Evaluation Services (ERES) to complete an Education Equivalency Report.
 
2. Validation of English Language Skills
(If you are an exam applicant you MUST meet the English Language requirement BEFORE taking the NCLEX Exam.)
 
Exemptions from Validation of English Language Skills requirement:
 
If you have graduated from a nursing program in a country or territory where the principle language is English (i.e. Australia, United Kingdom, New Zealand, Canada (excluding Quebec), Ireland, Trinidad, Tobago, South Africa, Ghana, Jamaica, Barbados, or United States territory) you do not need to validate your English language skills. 
 
3. If you do not have recent experience you will need to do additional work before you can be licensed. This may take the form of a refresher course or extensive orientation. We here at PHES provide the refresher course and clinicals and assist with getting you your temporary permit for the clinical components. This permit allows you to do the clinical student portion of the refresher course and is not the same as licensure but , it is a step towards licensure.
 
So, basically International nurses need credential evaluation as well as verification of licensure.
 
If the professional nursing program was in a language other than English, the nurse will need to provide English proficiency scores (TOEFL, IELTS, TSE, or PTE). If the candidate has not worked as a first level general nurse for at least two of the four preceding years, the candidate will need to take a Foreign Educated Nurse refresher course. The candidate will first take the NCLEX.
 
Endorsement and International RNs
An RN may be endorsed into Texas if the candidate has already met the licensing requirements in another jurisdiction. This includes taking the appropriate licensing exam.
A nurse who does not have recent experience will need to do additional work before the candidate can be licensed. This may take the form of a refresher course or extensive orientation. The candidate will need a special kind of temporary permit to complete requirements – this is not the same as licensure. Nurses educated in a foreign country and have not passed NCLEX or SBTPE must apply for licensure by examination.
Applicants who have passed NCLEX but were NOT issued a license need to apply for licensure by exam. You do not need to re-test.
